The Freedom of Information Act or FOIA sounds like a transparent, open Government doesn't it? Put into law in 1966, it gave citizens the right to know what is recorded of them. It has been severely tweaked over the years though and not so transparent as you think. First, like all things Government, it is meant to be perceived as an open and transparent law, but the reality is, like many laws, they cover themselves with "national security" and of course the age old process of denying and frustrating the seeker with the hopes that they will eventually give up. As private citizens, forget about getting any pertinent, secretive information about yourself. Whatever agency you request will first deny your request as too broad or say you are asking the wrong agency. There are literally hundreds of agencies within the DOJ and FBI for instance who may or may not have your records. After many months, your records, if any, will come redacted and contain mostly public information.
To get any chance of getting any pertinent records, you must hire an attorney (what else is new) who knows exactly what to ask, and where to ask. You may not get any good responses, but it is your best shot.
